1 Issues Arising from Network Infrastructure Service Reports

The 2008/09 Service Description (SD) prescribes service performance over a period of 12 consecutive months. This report covers the 12 months ending October 2008.

Data for one new Further Education College and three new Adult and Community Learning organisations were reported this quarter. Four connections were cancelled during the quarter.

1.2 Network Availability

Organisations connected to JANET

Organisations are intended to receive a minimum availability of 99.7% over 12 months, across the network. This was true for 89.0% of all sites at the end of October 2008.

All organisations should receive a time to restoration of service of less than ten hours following an outage. Over the 12 months ending in October 2008 on average 85.67% of outages were restored within 10 hours (90.42% at the end of the equivalent 12 months last academic year). There were 38% more incidents this quarter than there were in the same period last year.

There were two widespread outages in September 2008. All 39 JISC-funded JANET sites connected via PSBA lost connectivity for 8 minutes in the early evening on a Monday due to a simultaneous loss of service on both RNEP links due to human error. The other widespread outage affected 26 of 128 LMN sites for 148 minutes mid morning on a Saturday due to a faulty core switch on that network needing to be reloaded.

There were no widespread outages in August and October 2008.

There were 214 maintenance periods affecting connections to client organisations during this quarter (336 last quarter and 145 in 2007/08 Q1). These were comprised of 179 scheduled maintenance periods (notification given at least two weeks in advance) and 35 emergency maintenance periods. There were nine emergency maintenance periods carried out during working hours.

External Network Access

There were no outages for GÉANT in this quarter and therefore the service availability was 100% for the past 12 months.

All eight connections were available throughout this quarter providing 100% availability over the past 12 consecutive months.

Public Peering points all had 100% availability over the past 12 months with the exception of MaNap with availability of 99.87% over the previous 12 months due to an outage in July 2008.

All of JANET’s private peers were continuously available throughout this quarter.

1.3 Additional Services

A total of 381 fault reports were made during this quarter, five of which were not responded to within one hour, as required by the SD.

Twelve new open mail relays were detected across JANET this quarter. In 2007/08 a total of 28 open mail relays were detected, four times as many as in 2006/07.

A total of 2,427 enquiries were made to the JANET Service Desk during this quarter (2,376 in 2007/08 Q1). In the 12 months ending in October 2008, 95.5% of enquiries were resolved with five working days (SL 90%) and 98.1% were resolved within 20 working days (SL 98%).

There are 16 Lightpaths in operation at the end of this quarter. There was one request for a Lightpath this quarter which was accepted in one working day and delivered in 11 working days.
